DEVELOPMENT DEPARTMENT
The ACHA Development Department's objective is to ensure the mission of Safe, Decent, Sanitary Housing is provided to the residents of all Allegheny County Housing Authority properties.
The Department goal is to further that mission by providing efficient, green, sustainable housing that promotes healthy living environments for families and senior citizens of Allegheny County.
These goals and objectives are met through three primary means, Development, Modernization and Acquisition. See sidebar at right.
ARCHITECTURE & ENGINEERING
The A/E elements manage construction activity under modernization programs including design, coordination with architects, engineers, and contractors, the procurement process, and overall construction management.
- Coordinates design specifications & bid documents
- Procurement, Bid Evaluation, and recommendation to award
- Monitors and coordinates activity between A/E Firms & Contractors
- General oversight for inspection and work progress
- Processing payment requests & approvals
- Cost Estimates
- Close-out documents (punchlist activity, warranties, final payment request)
RESIDENT TRAINING, EMPLOYMENT, and MBE/WBE/DBE COMPLIANCE MONITORING:
- Links Residents to Employment Opportunities
- Links Residents to Training/EntrepreneurialPrograms
- Provides Step-Up/Apprenticeship Training Programs (a certified US Dept. of Labor Section 3 Program in laundry business).
- Provides Maintenance Apprenticeship Programs (a pending program that will certify ACHA for the 5 Department of Labor and Industry and The Bureau of Apprenticeship and Training Programs).
ASSET MANAGEMENT
The Development Department plays a lead role in identifying additional revenue streams outside of the traditional Operating Formula and Capital Fund Program grants provided through the Department of Housing and Urban Development (HUD).
- Rooftop cellular communications development (various High Rises)
- Co-Location of Service Providers (Community LIFE Centers - Homestead Apts. & Dalton's Edge)
- Energy Performance Contracts (Completed 6 phases of ECP at most all ACHA properties - Negotiating and approval process for Phase II EPC)
- Service Provision for agencies in Allegheny County (Homeless Prevention Rapid Rehousing (HPRP), Emergency Service Grant (ESG)
