The regular meetings will be preceded with a meeting of the Finance & Audit Committee at 9:15 a.m., followed by the Board's review of the agenda and other general matters at 9:30 a.m.
The public is invited to attend these meetings.

Except as noted below, meetings will be held in person in the Authority's boardroom located on the 2nd floor, 301 Chartiers Avenue, McKees Rocks, PA 15136.

*The February 20, 2026 meeting times have been revised. The Finance & Audit Committee meeting will begin at 10:30 a.m., followed by the Board of Directors meeting at 11:30 a.m.

**The March 20, 2026 meeting of the Board of Directors will be held at the Lloyd Hayden Center, located at 480 Park Avenue, Natrona Heights, PA 15065

Comments or requests on Board agenda items may be submitted via email at jjackson@achousing.org no later than 2 days before a scheduled meeting.

Meetings will be to conduct essential business only and may proceed in a modified manner with attendees participating remotely through electronic means. The Agenda for Board meetings will be posted on the Authority's website 24 hours before a scheduled meeting. All virtual meetings will be recorded and posted to the Authority's website for one month following the meeting. Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain or Wetland

To: All interested Agencies, Groups and Individuals


This is to give notice that Allegheny County, under 24 CFR Part 58 has determined that the following proposed action under Section 18 of the Housing Act of 1937 is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and Allegheny County will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is Helen & Robb Streets in McKees Rocks, Allegheny County. The extent of the FFRMS floodplain was determined using 0.2 percent flood approach. The project proposes the demolition and disposition of a 37-unit public housing development, Uansa Village, and is located in a 100-year flood plain. The properties have high capital needs to adequately rehabilitate and are situated in a poorly performing school district. All residents will be relocated to other ACHA properties or given vouchers. Demolition and disposition of the property will provide improve quality of life and access to opportunities for relocated residents and allow for infill development to efficiently reutilize the land for more productive use. The site is approximately 3.8 acres.


There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.

6.) CHANGE IN INCOME/EMPLOYMENT/HOUSEHOLD: The ACHA will also be helping those who have had reductions in income or loss of employment. To receive an adjustment in rent, you must notify your property management office in writing or online within 10 days of your income loss. The ACHA will make interim changes a priority.

ATTENTION! CDC Declaration Regarding Owing Rent Balances: ALL adults owing a balance must sign and submit the CDC Declaration Form to the Management Office. Each adult in a household must sign their own Declaration Form. The signed Declararion Form protects residents from being evicted. The eviction protection period ends on Thursday, December 31, 2020.
