Frank Aggazio, Executive Director

Frank Aggazio possesses over 41 years of progressive experience in the management of assisted housing, with 34 years of service at ACHA and 23 years as the Executive Director. While at ACHA, he has also held the positions of Director of the Housing Choice Voucher Program and deputy executive director. A lifelong resident of the Pittsburgh area, Frank was recognized for his commitment to assisted housing by his election to President of Western Pennsylvania Chapter of the National Association of Housing and Redevelopment Officials. Frank is also a board member of the Western Pennsylvania Housing Directors Association. Frank has received the Master of Public Administration degree from the University of Pittsburgh Graduate School of Public and International Affairs. President of Pennsylvania Association of Housing and development Agencies (PAHRA); Term ends September 2014.

On August 14, 2002, the United States Department of Housing and Urban Development ("HUD") recognized ACHA as a "High Performer" agency, as determined by the Public Housing Assessment System ("PHAS"). The High Performer designation is the highest honor that HUD could give to a public housing authority. This recognition was based on HUD's assessment of ACHA for the fiscal year ending September 30, 2001. On February 7, 2003, HUD notified Frank that ACHA had once again earned the High Performer rating with a score that was actually higher than that of the previous year. Achieving the prestigious High Performer designation is a culmination of Frank Aggazio's effective strategy that ACHA's department directors establish management performance standards that exceed HUD's benchmarks.

Under Frank Aggazio's leadership, ACHA has undertaken several new assisted housing initiatives, including three HOPE VI projects, as well as tax-credit and bond financing. In May of 2002, Frank joined Senator Arlen Spector in dedicating the Homestead Partnership Life Center, an innovative housing project that provides a variety of social and medical services to elderly residents. A strong proponent of resident self-sufficiency, Frank has supported job-skill training programs, resident businesses and ACHA's growing homeownership program. The active involvement of ACHA residents, municipal leaders and board of directors exemplify Frank's collaborative management style.
