Open invitation to landlords, contractors and individuals interested in FREE LEAD-SAFE PRACTICES TRAINING for performing renovations, repairs and painting in rental units built before 1978.
WHEN: Friday, March 26 from 8:00AM to 4:30PM
WHERE: The West Hills Center
Participants will receive a certificate of completion for EPA RRP and PA L&I classes that will not expire for 4 years, at which a short refresher course will be required for recertification.

VASH - Veterans Affairs Supportive Housing PDF DOCUMENT
The U.S. Department of Housing and Urban Development and the Veterans Affairs Administration have partnered together in an effort to provide long-term affordable housing to Homeless Veterans. Through the VASH Program the Allegheny County Housing Authority has been awarded funding to provide housing for Homeless Veterans and their families.
The local Veterans Affairs Office will refer Homeless Veterans to the VASH Program. The Veterans will then be issued Vouchers through the Allegheny County Housing Authority. Our Veterans are in need of One and Two bedroom units. Many of our Veterans are in need of landlords who are able to accept service animals.

Allegheny County Economic Development is launching a new program identify and control lead-based paint hazards in approximately 175 eligible units by 2020, called the Allegheny Lead Safe Homes Program.
As part of the Allegheny Lead Safe Homes Program, we are introducing a new Contractor Training Program, which will make it possible for local residential contractors to get reimbursed for the training and certification costs associated with becoming state-certified lead and EPA-certified Renovation, Repair and Painting (RRP) contractors. Partial reimbursement is offered to all participants, and full reimbursement is available if the firm completes lead hazard control in two homes through the Allegheny Lead Safe Homes Program. In addition to the training and certification costs, firms will be paid competitively for the jobs and could be eligible for further job opportunities through the Program.

What do I have to do to qualify as a HCVP landlord?
The landlord has to be willing to participate in the HCV program and have a unit that can pass inspection. Owners further qualify by attesting they are not related to the assisted family, that they have not been debarred by HUD and that they are the rightful owner of the property. This does not occur until the landlord selects a HCVP tenant. There is nothing an owner must do to pre-qualify or register as a landlord.

The ACHA provides housing assistance to low-income families in the private rental market through the Section 8 Housing Choice Voucher Program. Participants pay their portion of the rent based on their income, and the Housing Authority pays the balance directly to the property owner. Units must meet HUD Housing Quality Standards (HQS), and the rent must be approvable within HUD Fair Market Rents and market rate comparable. Owners select their own tenants after the ACHA certifies the family's eligibility for the program. Once a tenant has been selected, the owner will receive and complete a Housing Packet. Once the ACHA receives the completed packet, the Housing Inspector will schedule an inspection.
After the unit passes inspection and the rent has been approved, the owner and the tenant enter into a lease agreement for an initial term of one (1) year. The owner is permitted to require a security deposit; however, the ACHA cannot pay the security deposit for the tenant. The ACHA and the owner enter into a Housing Assistance Payment (HAP) Contract, which allows the ACHA to pay rent to the owner on the tenant's behalf.
